Are the tires soft rubber, or are they the same kind of hard plastic that enabled you to powerslide really easily on sidewalks and asphalt?

Yes! The rear wheels are 14 inch hard plastic (HDPE to be exact), and the primary goal of designing the High Roller was for powerslides!
